The Helsinki Manual on Corporate Geoeconomics is being developed as a desk reference for decisions affected by economic statecraft and economic security measures. It addresses the relationship between public measures and corporate choices across trade, investment, finance, industrial policy, and data and technology.
The New Helsinki Process is the associated research and deliberation effort. Its work tests proposed principles and practices against legal analysis, organisational realities and practitioner experience. The Manual should distinguish what the law requires from what may constitute sound corporate practice; neither should be presented as settled before the relevant work is complete.
